-- the last significant rain was two weeks ago which means the ground was too dry to produce much run-off from today's rain and upcoming storms. >> the storms we're expecting this weekend. i wouldn't bank on a lot of water ending up in these reservoirs. we hope it will. p it's been very dry. >> the rain may not boost the reservoirs but it does help people trying to achieve the voluntary reduction in water use since most water use deals with landscaping. some people we talk to have the same idea. >> and right now, i turned all the water off from the front and backyard. and hoping for a little bit of rain. >> at this point, the south bay reservoirs are 40% capacity and would be much lower if the district wasn't pumping in federal water right now and the race is on to see it reserve or rain can beat this drought. >> i am all an optimistic guy, so i am going to hope the best will come. >> and tonight, the water district board

to hang out later. and then about a half an hour after that, we were taking out the trash, and when we came back, we noticed a couple of our tvs were outside the basement. >> he was outside in the alley way talking with her friends when -- asked her out. she didn't give him much thought until later when she noticed the missing items. she and another employee spotted him and approached him. he noticed he had switched his clothing. he was wearing a tee shirt he had found. he walked out like nothing had happened. so cohen called the police and toll them she had his number. surprisingly, it was the real number which misused to their advantage. >> and she gave us an opportunity to use an undercover capacity pose as that female employee set the suspect up to come and meet us. >> and police later arrested and searched his home and found a lot of stolen items inside. and he's also facing several charges including. as -- they have changed and added some new safety measures.

paul came pers -- chambers, ktvu, channel 2 news. a deadly crash police say they tried to prevent. freemont police say they tried to pull over a driver when he hit and killed a motorcyclist on freemont boulevard. that 23-year-old driver is now facing drunk driving charges. they first got a tip about the driver from a taco bell. employees there called to say he was drunk and belligerent at the drive- through. and officers saw the driver speeding before he allegedly hit the motorcyclist. ? the suspect got out of the vehicle and attempted to flee. it was at the point when a suspect was trying to go over a fence that the initial responding officer was finally able to catch up to him. >> the suspect has been identified as alexander yawn of emoryville. he's facing dui and resisting arrest charges. police anticipate there will be more charges to come. the name of the motorcyclist killed in the crash has not been released. oakland may still have a new law that

makes streets safer for people who are walking and bicycling by punishing aggressive drivers. counsel woman introduced an ordnance today that will make it a civil violations for drivers to harass pedestrians and bicyclists. a new report by her office, 184 pedestrians and bicyclist officers were killed and more than 9000 injured over the past 20 years. it's not clear how many were intentionally harmed by angry drivers. >> the intentional breaking in front of a bicyclist, throwing things out. verbal hah lassment is not acceptable on oakland streets, and significant leaning gain -- endangers these vulnerable roadway users. >> under her proposal, a victim could sue a driver for at least $1000 plus attorney fees. it goes before the public safety committee tonight and then on to the full city council april 1s. if approved, it would take affect by early may. and an apartment building reduced to rubble after a massive fire in houston. more than 200 firefighters scrambled to the scene as black smoke billowed out of a

construction site. all the workers got out safely one man. and firefighters now have that fire under control tonight. and developing news now in washington state. the word's no family wants to hear. a rescue operation has become a recovery effort. there are still 176 people missing. more an authorities saw it yesterday. the death toll stands at 14 after a massive landslide swept into a small town in washington taking homes and lives with it. sutures are using rescue dogs, sonar equipment and planes to try to find any sign of survivors. volunteers have come from far and wide to help including three people from the bay area who work for the red cross. >> the mission and this. >> in this -- and from a brutal recovery effort. it's been days since any survivors have been found after a massive mud slide wiped out an entire community on saturday. >> we requested mortuary teams

to assist us in this process. it pretty much speaks for itself. i said this yesterday and i am going to reiterate it. i believe in miracles and i believe people can survive these events. >> family and friends of the missing gather at a local church and pray for a miracle on people all over to help in any way they can. >> at this time, we're not accepting any more volunteers here. thank you so much for those that have come from near and far to volunteer. we are working diligently to try to get the volunteers that are here today. some of them to actually -- >> and from the national guard and the federal government are on scene working with local and state authorities, but conditions on the ground are rough. rescuers wade through mud and debris, but some compared to the aftermath of the eruption of m. st. helens. >> this is about a square mile. it's under 10 to 20 to 30 feet of suring and dirt right now. >> it may not get any better.

the nearby river is rising. and rain is expected to fall over the area for the next few days. that landslide covers about a square mile and is 15 feet deep in some places. rescuers estimate it took out nearly 50 homes and was caused by ground water that had saturated the ground. we look at the dangers of landslides here in the bay area and how easy it is or isn't to get landslide insurance for your home. that is coming up at 5:55. >> if you have been billed for app purchases, you either didn't work or remain accidentally, you might be getting a refund from apple. the kupertino-based company has sent an e-mail to itune users who made in-app purchases. those are purchases of extras available for installed apps and gains. apple's decision to make the refunds follows an ftc ruling in january ordering apple to pay at least $32 million to settle a case over in app purchases. the case involved a string of incidents were children were able to run up large bills on app purchases

when playing games on their parent's devices. state democrats won a round in the high speed rail funding battle. the assembly transportation committee voted against a bill today that would prevent the spending of federal funds on the $9.9 billion project unless matching state funds are immediately available. the project has been using federal funds so far because state funds from a bond measure are tied up by legal challenges. the bill's offer, president republican, jim patterson, described the project as a big vacuum cleaner. >> they are sucking up every dollar that we can get our hands on during the state without any accountability. it's dead wrong, and this committee failed to see that they have -- had an opportunity to hold back the irrational spending of the high speed rail authority. >> patterson says that taxpayers will be held accountable for the matching funds if they don't materialize from the state. >> two men have been arrested after a shooting that wounded eight people in san francisco. we showed you this surveillance video of the shooting last night at 10:00.

cameras captured a frantic crowd of people diving for cover as bullets flew. twenty-five-year-old curtis warren and 24-year-old very well jones were arrested with help from another department. >> and the emoryville pd knew who it was. they i.d.ed them. contacted us. we went over and were able to locate him and take him into custody without incident and the driver of who we believe was the driver of the car that night. >> and both men are charged with attempted murder, aggravated assault, and conspiracy charges, all eight victims are expected to survive. investigators say the shooting was sparked by an argument over a debt of less than $50 from a previous drug deal. and the intended target of the shooting wasn't injured. a federal appeals court is upheld. two san francisco gun laws after they were challenged by the nra. their ruling by the ninth u.n. circuit court of appeals says the city can require handgun owners to lock their guns up and store them with trigger locks. the ruling also upheld the city's other law which bans the sale of ammunition that expands on impact. the appeals court argued

these two laws tried to protect the public and do not trample on gun owner's rights. the nra says it plans to appeal. and microsoft is working on a patch that would make microsoft orrds less vulnerable to hackers n. comes after the company says it was targeted by cyber criminals. users can be infected by previewing an outlook e-mail. hackers targeted a flaw in the program that has to do with the way word handles rich text format files. the company has created a blog where users can download a patch and discuss defense strategies to guard against cyber criminals. our backyard is turning into a studio back lot. we explore what's behind a building frenzy put thing a spotlight on the bay area. >> plus a major gang bust lead 16 suspects behind bars. but this is only part of the solution. the special steps to stop crime before it even starts. >> that's really the best way to combat that. >> and today's rain is just a taste of what's to come. i'll have the timing on another storm in the area that will be hit the

million-barrels of crude oil were delivered to california by rail cars last year. lawmakers and others are concerned about the safety of transporting flammable and explosive crude oil. >> we don't have the ability now to respond quickly to deal with the emergency and especially if it were a fire emergency. >> one official with the department of fish and wildlife says there are more than 7000 points where trained crossed california waterways and says that that further raises concerns about the environmental impact of a crude oil accident in our state. and the berkely city council is set to meet at 7:00 p.m. the richmond city council is also set to discuss the matter. that meeting is set for 6:30 tonight. there is one more california condor flying free on the central coast tonight after being released this morning. as you can see, the condors met at the opening of the cage by a previously released condor. wildlife officials decided to keep three other birds at the enclosure until a further date because of the wet weather out there. and the live stream of the release online was made

possible by the oakland zoo and the wildlife society. and let's turn now to our bay area wealther and just as our chief meteorologist bill martin reported yesterday here at 5:00. bill, we saw the rain early on. it became widespread throughout the day. >> it did. it got widespread it. it came down heavy for a little while in some areas like oakland and a laneda. and let's take a look at the system as it passes through. this is system number one. in a series. here is one more coming blind this tomorrow morning. and -- behind this tomorrow morning. let's come in close and i'll show you the radar sweeps. and rain in the area. light now, we do have i alittle bit of activity in the santa cruz mountains. the rainfall has been relatively light as i mentioned, but some of these cells like this one over west side and santa cruise could begin some significant rainfall out of that. so we'll be tracking that. the system coming in tomorrow. it's more potent. we'll see a little bit more wind. we should see more rain. we could see up to an inch and a half. gusts in the hills tomorrow morning could go 20 to 30.

then we could see some thundershowers as we head into tomorrow afternoon and evening. and the computer model does this. here we will going through the night. so the rest of today and the rest of today and through tommied night -- midnight, scattered light showers. tomorrow morning, win morning. here comes the showers. so a wet morning commute so far. by 8:00 a.m., everybody is wet all the way to san jose. this is part of the heart of the storm between 8:00 and 9:00. by 10:00 a.m., you get some heavy showers on the peninsula, and it's kind of starting to die out. the afternoon just ends up widely scattered showers. that's kind of the plan tomorrow. your morning commute looks like it's going to be a wet one. how much rain could we say? a rough -- that's not going to work out. a rough computer model estimate. 76,100ths. that would be quite a bit. most areas a quarter inch to a half inch on the optimistic side. so let's hope that transpires. a winter storm warning will be in affect until thursday morning, and that's good news. about 5500 feet. you are going to see maybe one to two feet of know.

probable as we led into this evening. the five-day forecast with the bay area weekend. it will be rain and showers and tomorrow morning. that is the bulk of it. thursday, maybe a morning chance of a shower. thursday is a transition day. friday looks slightly unsettled. then saturday we get some more scattered showers. and we know that is going to happen tomorrow morning. it's going to be wet for the morning commute. the rest of this could organize into something. so come back tonight at 10:00 and we'll have .380est computer models. something may top develop in here and as we head into saturday night as well. just know that your wednesday morning commute is going to be wet. after that, we have unsettled weather in the forecast. and one of us is going to organize into some more opportunity for showers. so we'll have the latest on that. i'll update it again obviously at 6:00 and then again at 10:00. >> thank you, phil. >> that rain means good news for skiers and snowborders. the storm is expected to bring feet of snow with it. and it's already starting to come down up in the sear i can't. this is video for this afternoon coming up at 5:30.

data. family members of the plane's passengers held an angry demonstration protesting the malaysian government's handling of the crisis. >> from the beginning, they just hide everything. and i don't think these kind of governments a liar or a murderer. >>reporter: the search is expected to resume tomorrow. the malaysian government has added an under water vehicle to its fleet of resources to help locate any wreckage of the missing aircraft. a deep sea black box locater is on its way to help with the search as well. wal-mart is recalling thousands of dolls because they can burn you. the dolls called my sweet love and my sweet baby cuddle care have circuit boards in their chest and can overheat. now thousands of the dolls are being recalledment wal-mart has received 12 reports of incidents including blisters. the electronic dolls are made by china's top electronic toys company and sold exclusively at wal-mart.

the google glass could be going from greek to sleek with new partnerships in the passing world. google said today it's working with ray-ban and oakley to make wearable technology less geeky. yesterday, we heard that the italian eyewear company is also working with google on the google glass. so far, only the people testing the wearable computers have had access to them. >> four men are and arrest in connection with last year's daring basejump from the top of one world trade center. three of them are accused of parachuting more than 1300 feet from the top of the nation's tallest building on september 30th. while a fourth man stayed on the ground and acted as a look- out. they were arrested yesterday and have been charged with felony burglary, wreckless endangerment, and jumping from a structure. coverage continues tonight as the bay area is getting its first significant rain in beaks. after the break, an update on the conditions out there right now and what we should expect in the coming hours. then stopping the problem before it starts. the strategy in schools to keep kids away from a life of crime. >> and a glimpse of hollywood.

and android smartphones. breaking news in richmond where some police activity has shut down right now interstate 80. news chopper 2 is doing a god job of showing a number of police cars. this is happening near carlson boulevard. heavy police activity in the area. a photographer on the scene has seen cars that appears to be riddled with bullet holes. we also know that officers in the area. and outside of the warm building there. we see yellow police caution tape crossing one street. and at this point. now to a huge victory on

officials on the peninsula cracking down on gains -- gangs. sixteen arrests. we told you about those arrests last night. tonight we are learning that the efforts don't stop there. ktvu is live now at east palo alto at one school is working to stop the problem before it starts. >> and well here at ronald mcnair middle school in east palo alto. the doors stay open at 6:00 long after the last school bell. there's about 40% of the students here that take part in free afterschool programs at this school or they just come right next door to the boys and girls club keeping students busy is just one of the ways the district is trying to keep kids out of trouble. >> anna romera lived in east palo alto for 13 years. you never know where the bullets are going to come from, she told us, talking about the fear and uncertainty that exists in her neighborhood. people have been killed in our neighborhood, she says, and you never know where the next shooting is going to happen. soon mateo county officials say

the arrests of 16 accused east palo alto gang officials dealt a blow to organized crime but they say it's up to the community to stop the cycle of crime. ravenswood superintendent agrees. >> young people who go into the gang lifestyle do so because that is where they develop a sense of community, a sense of belonging, and a sense of succeeds and something. even if it's not a positive behavior. >> hernandez says the solution is to provide an alternative. >> do we remember on this date what they had? >>reporter: the ravenswood city school district has 3800 kids. all of them have access to free after-school programs. during the year, those schools rely on silicon valley engineers and scientists to serve as volunteer mentors and the district provides free off-campus outings several times a year to remind students that the world is bigger than the problems in their neighborhoods. >> this deeps them positive. it keeps them engaged. >>reporter: now, the 10% of students identified as high risk get to

meet regularly with counselors and the district partners with psychiatrists from stanford to provide support for students who witnessed violence in their communities. live in east palo alto, ktvu, channel 2 news. oakland police are -- people in the -- asking people in the city's montclair neighbored hood to stay alert as officers look for two men who robbed two women at gunpoint. investigators are checking surveillance video. video of the two armed robbers was captured by a camera at the parking garage on la salle avenue. the two victims were walking toward the garage yesterday afternoon when they were held up. at least one of the men was armed. police -- people around the area say the robbery in the middle of abysses city street is disturbing. >> we are asking everyone to be alert and call in suspicious behavior and try to prevent these crimes of opportunity. >>reporter: investigators aren't saying what the armed robbers got away with but do say the two women were very shaken

by the incident. >> san francisco police found an suv involved in a deadly hit-and- run accident last week. the white dodge durango was found yesterday near the scene of the accident at bayshore boulevard and visitation avenue. police say they have been in contact with their registered owners and have determined the vehicle was not stolen. nay say they do not have a suspect in custody. >> 82-year-old was hit and killed while walking on a crosswalk. millions of u.s. students began taking computer-based assessment tests. california is one of 36 states and the district of columbia taking the exams with a key board instead of pencil and paper. the common core tests helped determine math and english. in -- the initial field tests will be until june to work out kinks. students can take the test the old-school way on paper. san francisco is in the spotlight. >> free add tooer -- advertising for the city. >> the big production being filmed right now and the efforts to keep it

the u.s. navy and a civilian died after a shooting at the naval station in virginia. it happened at pier one around 11:20 a.m. a civilian ordered a navy destroyer at norfolk and took a gun from a navy guard and shot allurer before a security officer was able to shoot him. no other injuries were reported. a motive for the shooting is not known at this time, and the investigation is still underway. >> and the religious freedom the quality of women. that is the big issue before the u.s. supreme court. while the justice heard oral arguments in the controversial birth control case, protesters rallied outside. one side is fighting for religious freedom. the other for religious rights. >> women need to be able to make the decisions for themselves and consult with their doctor. >> this is a family of faith. it has no problem with contraception. >> the case centers around two family-owned businesses including hon by lobby which provide health insurance to employees.

out by park community and evans road, we have some heavier showers. a few light showers. this is slow in the commute. and we'll take a commute here. and those yellows. oranges with rainfall. on the eastern side of the santa clara. san jose downtown getting some heavy rain right now. and as we go into tonight and tomorrow morning, more showers. more rain in the forecast. for the morning commute. that is going to be a stronger weather system that we are seeing now. here we are tomorrow morning at 5:00 a.m. the morning commute is going to be wet. wet on the road roads and wet falling from the sky. 9:00 a.m. that is when the heaviest rain will be and breaks off around 10:00 a.m.

you get a few scattereded showers and goes into what we are seeing outside right now. the rest of the day tomorrow is cloudy. scattered shower here. sunshine there. the afternoon after lunchtime is going to dry up around here for tomorrow. the rainfall accumulations -- well, you could see anywhere from half inch of rain to maybe three quarters of an inch in oakland. that would be impressive for this system. i suspect most areas will see a quarter inch to a half inch at best. the system will bring more rain. and mostly aabove 5500 feet. i think they'll probably see that. maybe two and a half feet. that's good news. it's going to keep going. this moisture will get stuck up on that west slope. the five-day forecast. here you go for tomorrow morning. we know tomorrow morning is going to be wet. i said this earlier. the rest of this. it's an unsettled pattern. all of these things there's a slight chance for some sprinkle or shower activity.
